MiliUI Cooldown Manager

Takes over Blizzard's built-in Cooldown Manager and reworks its layout, appearance and text. You adjust every setting directly on a live preview, and changes apply right away.

Fixes
- Drinking a different combat potion than the one you used last could leave its buff missing from the Cooldown Manager for most of its duration. For example, a 30-second potion would only appear for its last few seconds. The buff now shows for the full duration on both buff icons and buff bars, with its glow and its appear/disappear sound and voice alerts.
