1.09 - Fix bug when all icons stuck on one place after patch

        - Added possibility to proc spellcast on defined phase (phase have to be directally after time [time:0:02,p2] otherwise addon do not detect it):

          {time:0:02,p2,SCC:12345:1} {spell:54321} Player

          ! {time:0:02,p2,SCC:12345:1} {spell:54321} Player - this cause that icon shows on start of phase
