Added:
- for Season of Discovery players, the Ability to Turn on/off The Rune Knowledge System.
Basically making it Optional, but it Start Default on, so Players can try it out at least.

Its in Options under General.
So if Players Turn it Off,
they will still have the Randomizer for the Gear + Archmage System.
