- Removed the optional EllesmereUIActionBars mouseover action bar helper.
- Removed the related EllesmereUI option from the Blizzard AddOns options panel.
- Removed the related saved-variable default and API hooks.
- Changed TOC author metadata to `marvolomania.de`.
- Added German/English option text based on the client locale.
- Reason: EllesmereUI now provides this behavior natively, and keeping both implementations active can cause conflicting action bar visibility behavior.
