Fixed

- Panel position save: after dragging, the saved anchor is written only when `GetPoint()` returns valid coordinates (avoids overwriting `panelPosition` with bad data if anchoring is temporarily invalid).

- Combat tooltip: if a mark button tooltip is open when combat starts or ends (or when Allow raid marking in combat changes), the hint lines for combat rules refresh so they stay consistent with the dimmed icons.

Changed

- Mark buttons store `markIndex` for reliable tooltip refresh.
