Add lure tooltip status and waypoint button

- Show "Available" (green) or "Skinned today" (red) on lure spell/item tooltips
- Add clickable waypoint button below the lure icon on hover; hides on mouse leave
- Change TomTom from RequiredDeps to OptionalDeps with a login warning if missing
- Add locale keys for all new player-facing strings across all 9 locales:
  WaypointAdd, WaypointRemove, VersionLoaded, NoTomTom, DebugPrefix, DebugOn, DebugOff

- Replace octal escape sequences (\195\xxx) with UTF-8 literals in
  frFR, deDE, esES and itIT locale files for readability and consistency
- Renaming the addon to Majestic Lure
