Update to heal prediction 

• Enable healing prediction when casting on targets outside the party (heal values are absolute even though maxhp is 100)
• Enable Blizzard direct healing prediction by default
• Continue using LibHealComm-4.0 when values are available from raid members
• Update text tags to account for Blizzard heal values in addition to LibHealComm
