Updated db to be character specific so copying or changing profiles in LUI will not copy ThemeSwitcher rules.

Added function to convert old rules to the new db system
    This will fix the lua errors and issues opening the LUI options menu that occurred for some people with 2.2

Full rewrite that should alleviate a lot of the framerate issues.  The options menu is now split into 2 tabs: Add Rules and Existing Rules.
