Converted to new Theme system introduced with LUI r186
Added function to convert old rules to the new db system
    This will fix the lua errors and issues opening the LUI options menu that occurred for some people with 2.2

Fixed bug causing errors with LUI when disabling the ThemeSwitcher through LUI's option menu.

Full rewrite that should alleviate a lot of the framerate issues.  The options menu is now split into 2 tabs: Add Rules and Existing Rules.
