    Fix Shadow Priest not appearing when group role is set to HEALER

    ScanInspectTalents now rescues players wrongly placed in noInterruptPlayers
    due to incorrect group role assignment. If inspect confirms a kickable spec
    (e.g. Shadow Priest specID 258), the player is moved to partyAddonUsers.
    Bump version to 1.3.1.3
