Fixed a packaging issue preventing the addon from loading in 1.7.0.

Added a basic UI for disabling stat conversions. It can be found in Interface -> Addons -> Little Buster. Note that none of the text here is localized yet.
Fix a potential crash if we failed to get an item link from the tooltip.
Added experimental French (frFR) localization.
