Skill registration

• Replaced paginated cards with one scrollable list of learned, active abilities with a known positive energy cost. Click a row to add/remove; name search remains available.
• Refreshes the catalog on spellbook and talent changes. Failed or incomplete reads preserve the last complete catalog.
• Missing selected skills are hidden from the HUD but retained as inactive, removable slots. Relearning restores them. Ranks are not silently replaced. Four-slot limit and existing settings are preserved.

Performance

• Reuses temporary tables and readiness state instead of allocating them repeatedly.
• Skips picker redraws when costs are unchanged or settings are closed.
• Keeps 0.1-second readiness polling and border-only highlights.
• Mock Lua 5.1 benchmark: temporary allocations across 3,600 frames reduced from approximately 2,121 KB to 386 KB. This is NOT a live-game total-memory or FPS measurement.
