Major refactoring of skinning, new callbacks

Xuerian:
    - Add ConfigSave and ConfigBuilt callbacks
    - Manually set range label color on Enable
    - Add changed callbacks to remaining XUI elements
    - REFACTOR ALL THE THINGS
    - remove XUI:SkinOverlay
