backdrop and highlight changes

Xuerian:
    - Support skin.backdrop = false
    - Hide manual highlight layers on creation (HIGHLIGHT layers show/hide automatically)
    - Move localizations back to the top of XProfile For some reason it errors for everyone but me.
    - Revert to hardcoded localizations due to packager issues
