A Library to prevent overlapping addon tabs on the world map

Standalone addon version of the LibWorldMapTabs library.

On its own the library will attempt to reposition addon tabs on the world map to prevent overlap.
This eliminates the need for each addon needing to take into account any others.

Besides that it offers the most up to date version of the library to addons that use it.
