Fix the load time error because the guild control panel has changed and no longer listens to GUILD_ROSTER_UPDATE in patch 4.0.1. [That is I'm reverting r22, a commit I made 2.5 years ago]

Restore LoD to Libraries, as 3.0.8 fixed all bugs that blocked LoD OptionalDeps to load properly.
