Introduce LearnAlert addon: scans bags and bank for learnable mounts, toys, battle pets, and housing decor and displays a movable alert UI with clickable item buttons. Implements robust item detection (tooltip fallbacks, pet species resolution and cache, ToyBox/Housing API fallbacks), cooldown handling, bank/reagent/warbank support, periodic/coalesced updates, and a set of slash commands and debug windows. Includes UI creation, saved-variable defaults, assets (logos), README and package metadata.
