Fixed

• Protocol.lua failed to load silently because Config was resolved at file scope, before Constants/Config.lua was loaded by the game. Config is now resolved inside Initialize(). This caused all communication to be non-functional since v0.2.0.
• Broadcast timer variables (bcastLastTime, bcastPendingFirstBroadcast) were scoped to the PLAYER_LOGIN handler block, making them invisible to the GUILD_ROSTER_UPDATE handler. The first post-login broadcast was never triggered.
