Fixed cached artifact information not being timed out after 5 minutes. Reduced 'I have the addon' spam further by adding a 5 second delay PER DISTRIBUTION METHOD. If this is too onerous and there are issues with people not receiving the message that you have the addon and not getting artifact information, please put in a bug ticket.

    - Fixes to the timeout of cached artifact information, reduced spamming of 'I have the addon' further. This may cause some issues if people rapidly join the group with not getting updated information. If people find a 5 second delay between broadcasts too onerous, please let me know.
