Fixed IsAddOnLoaded being nil on modern Classic/TBC clients

Added cross-client API binding for:

IsAddOnLoaded → now supports C_AddOns.IsAddOnLoaded and legacy _G.IsAddOnLoaded

LoadAddOn → now supports C_AddOns.LoadAddOn and legacy _G.LoadAddOn

Repaired DataBroker / HidingBar launcher click handler

/kgpanels config and LDB icon now correctly open the configuration panel again
