Karmarang

This is a big update with a lot of changes, also to the database. I tried to write some code which converts the old database schema to the new one, but some of the data needs to be scrapped. I'm sorry for that.

Data changes:

- comments and Karma is now stored for each realm separately

- comments and Karma is now handled account-wide, which makes you also see comments on players, which you created from different characters

New Karma Rules:

- changed possible Karma targets to: current target, party/raid member, recent party/raid members

- added a Karma cooldown, which prevents you from spamming Karma: 2 hours

- added a Karma timeout, which enables you to send Karma to recent party/raid members after they/you left or the group was disbanded: 30 mins

- in order to encourage people to send friendly Karma, your own Karma gets affected by 10% of the sent Karma

Additional Changes:

- Karma can now also been sent by party/raid frames or chat hyperlinks (must apply to above mentioned rules)

- added ChatThrottleLib Dependency (included in download)

- added tooltips on a variety of objects (party frames, raid frames etc)

- added some communication features in preparation for database synchronization

- added a chat notification if another player uses a newer version of Karmarang

- removed broadcast notifications

- removed database caching

- some visual changes
