HideCastbar - Working in Dragonflight(10.0)

With the new 10.0 pre-path wow received a major update to the graphical interface which ultimately caused a lot of old addons to stop working. This addon simply hides the new cast bar by default but it can still be toggled on/off at any time with the command '/castbar'.
