Adds a Weakaura style icon to track when Heroic Strike is usable with the Arms Warrior apex talent passive. 

I've made this solely due to the fact that I dislike being forced to have Slam visible on my bars to know when I can press Heroic Strike. If you're like me and like to hide spells with no cooldowns this is probably a godsend to you lmao.

Locking

• /hst lock — toggles a locked state that disables dragging, so you can't bump it by accident.
• While unlocked, the icon stays visible at all times (even when Heroic Strike isn't usable) so you can always find it to reposition; once locked, it goes back to only showing when the proc is actually up.
• Drag-to-move with the left mouse button.
• Position is saved automatically the moment you drop it, and restored on every login/reload.

Glow toggle

• /hst glow — toggles the proc glow border on/off independently of the icon.

Scaling

• /hst scale <number> — resizes the icon, clamped between 0.5 and 3.0.

Reset

• /hst reset — snaps position, lock state, glow, and scale back to defaults in one shot.

Help

• /hst with no arguments (or any unrecognized command) prints the full command list.

Persistence

• All settings (locked, glowEnabled, scale, and saved position) live in HeroicStrikeTrackerDB and survive /reload and relogging.
