• Bump actions/checkout to v5
  Brings this repo in line with the other Hello addons, which were already
  pinned to v5. No behaviour change for the release job — it still checks
  out with fetch-depth 0 so the packager can build the changelog.
• Verify the TOC version matches the release tag
  The TOC carries a literal version, so it can drift from the tag being
  released — the packager would ship the mismatch without complaint and
  the addon would report the wrong version in-game. Compare the two after
  checkout and fail the release before anything is uploaded.
