This still doesn't properly handle all BT4 state features, but covers
unpaged configuration in addition to default UI style stance switching. - Raise Dead is a short duration cooldown until level 29 for Unholy.
- Another testfix for Seraphim/FR/Execution Sentence for Retribution.
- Fix action.X.cost divide by zero in Feral priority.
- Priority updates: Balance, Shadow, Outlaw, Subtlety.
