### Added

- Wishers panel: officers (`CanEditOfficerNote`) can reorder wishers (up/down arrows) and add per-wisher notes (visible on hover). NextBest-style arrow and note-edit buttons.

- Test characters Bonafidessa, Bonalux, and Bonarcane can reorder wishers and edit notes without officer rank.

- Wishers tooltip shows who last changed a wisher's priority (including passive position shifts).

- Wisher names with a note show a `*` in the list.

### Changed

- `wants` entries store when the recipe was checked; unchecking and re-checking returns the wisher to the bottom and clears any officer-assigned priority for that recipe.

- Right panel header has a **Want it** checkbox and **Wishers** button. Wants are synced to your guild; the panel lists who else wants the selected recipe.

- BoP reagent counts on each crafter row: icon + count of how many BoP reagents (e.g. Primal Nether, Nether Vortex) each crafter has in bags + bank. Detected automatically during recipe scan via item bind-type. Bank counts refresh while the bank is open.
