    Implement permission checks for CreateQuest functionality in UI. Update MainFrame and Minimap to conditionally enable quest creation based on user rank permissions. Add event listeners to refresh button state on guild settings updates.

Introduce MAX_LEVEL constant, implement methods for retrieving and validating max level requirements, and enhance CreateQuest UI to support max level selection. Introduce IsMultiParticipantQuest method to determine quest participation type, and update quest status transitions and validation rules accordingly.
