Fix the auction house opening incorrectly

• Fix the v0.13.11 error SetUserPlaced(): Frame is not movable or resizable when opening, relaying out or closing the auction house.
• Restore window flags in the correct order so the native border no longer interrupts the Grimlight layout and hides auction controls.
• Keep default header dragging, remembered character position and /ga position reset.
• Remove the added hover/focus outlines throughout the addon. Auction categories retain the native blue highlight alone; shared inputs, Post bags and mailbox controls no longer add a focus/hover ring.

Update the addon, then use /reload and reopen the auction house. The update preserves settings, prices, shopping lists and histories.

The owner confirmed the corrected layout and dragging after reloading. Regression tests now enforce the native API's movement requirement and cover repeated layout changes before dragging, closing/reopening and movement afterward. Broader native scale/combat verification remains separate.
