Global Ignore List and Chat Spam Filter

Added new [chname=name] tag where name is the channel name that you want the filter to apply to. Reminder that spaces must be escaped with the backslash character for example [chname=Trade\ -\ City]. Text that does not have a channel will still have a channel name set as follows: say, yell, whisper, officer, guild, party, raid, raid_leader, instance_chat, instance_chat_leader, battleground, battleground_leader.

Added new option to filter repeated messages in chat. This is off by default but if enabled it will block players who spam the same message over and over again so long as it was within the last 50 messages processed.
