Updated for latest retail and era versions

Added filter blocking history which can be accessed by right clicking a chat filter or by a new button in the UI, shout out to Roadblock for suggestions and helping with some of the code around history pruning.

Right clicking while viewing blocked filter data can be used to ignore the sender, and other functions

Probably a few other changes I cannot remember as I was pulled away from WoW for a little over a month unexpectedly in the middle of working on this release.

Updated default Mystic+ filter

Moved "Send ignore response to ignored players" option under Ignore List Options instead of UI options

Creating a new chat filter will now create the filter turned off by default
