Gather Icon Positioner Classic

A small addon that returns the Herbalism/Mining tracker icon back to the minimap after Blizzard moved it in patch 1.15.9.

Also allows the player to click and drag the icon around the minimap to reposition it if desired.

Known bugs:

1. After a `/reload`, if a profession is already being tracked (or by re-tracking the currently tracked profession), the icon frame will be there, but no profession icon will be displayed. This is also the case with default Blizzard frames so we're waiting on them to fix it.
