Fixed buff icon centering blinking in the Cooldown Manager.

Bug Fixes:

  • CDM: Buff Icon Centering Blinking Fix - Fixed buff icons blinking continuously when "Enable Custom Position" was set to Center/Start/End with 2+ visible buffs. Replaced animation-based centering with direct positioning using tolerance check, matching the stable pattern used by Essential/Utility centering
  • Tools: Auto-repair - now works as expected
