    feat: implement networked wheel spin as vote alternative

    Adds KVWHEELOPEN/KVSPIN protocol, refactors WheelTest.lua into a proper
    module with deterministic cubic ease-out animation, wires STATE_WHEEL into
    the KeyVote state machine, and adds a gold Spin! button to the setup window.
