Adds Valorstone support and upgrade costs

Implements Valorstone tracking, display, and upgrade cost
calculations based on upgrade tracks.

Includes displaying current/needed Valorstone amounts, calculating
upgrade costs (including discounts), and adding tooltips with
Valorstone information.

Throttles updates to prevent performance issues and forces updates
when equipment is changed.
