First beta for Fortress-1.14
New feature: Tooltip scale option

Borlox:
    - Updated TOC notes and added -deDE version.
    - Add some comments to Options.lua mainly describing the options table creation.
    - Added enUS and deDE localizations for the tooltip scale option
    - Added tooltip scale setting.
    - - removed two lines containing only tabs to fix some very stupid loading error messages (#47)
    - - changed minimum block height/width to 5 (down from 20/10)
    - - possible fix for ticket #45 (error on logout)
