Forever Gif + Emoji Chat

First time contributing, so there are likely issues with this!

This addon creates a new chat input tab that handles Emojis and a selection of GIFS. 

Since the client can't make calls, all GIFs are stored locally. This only works with players that also have the addon. 

The Chat bar includes a new `Channel` toggle, fixed with a 10 character EMOJI keyboard and a few GIFs. 

Players should be able to also send the messages with common shorthand, :happy: :thinking: etc. 

Certain reserved actions such as `/gquit` and `/camp` will require confirmation.
