Fishing Buddy Reloaded

- Restore FishingBuddy Classic 0.9.8 functionality broken on the current Classic progression client, including locations, outfit management, and option frames.
- Fix the previously non-functional main tabs and side tabs throughout the FishingBuddy interface.
- Rework outfit switching so configured fishing gear is applied reliably, forced-empty slots are honored, and changed equipment is restored on switchback.
- Fix outfit editor item replacement and weapon handling.
- Fix MoP Classic fishing outfit scans.
- Fix fishing-mode detection after outfit switches so temporary sound and Click-to-Move changes are restored correctly.
- Honor the Background sound option when deciding whether to enable sound while WoW is in the background.
- Improve Easy Cast with an option to allow or inhibit recasting during an active Fishing channel while still protecting unrelated casts and channels.
- Fix Watcher mouseover interaction and replace the legacy options-tab drag decoration with a compact title strip.
- Prevent conflicts when FishingBuddy Classic and FishingBuddyReloaded are both enabled.
- Target MoP Classic 5.5.4 (Interface 50504) and remove obsolete Vanilla/TBC/Wrath TOCs.
- Remove obsolete bundled LibTabbedFrame, LibSideTabFrame, and HereBeDragons libraries.
