This bar shows up when the red vignette low health warning at the edge of the screen shows up. Changing the health threshold at which the bar is visible is a work in progress.

Usage:
- Enter Edit Mode
- Left-click bar to drag it
- Right-click bar to open settings panel
- Drag settings panel by clicking anywhere on it
- Adjust sliders and color
- Settings are saved account wide on exiting Edit Mode.
