Introduce a lockWindow option to prevent moving the addon window: add localized labels/tooltips for multiple languages, add default FastFPSandPingDB.lockWindow = false, and wire up the UI to block dragging via an OnDragStart check and an options checkbox with refresh. Add additional library entries LibStub, CallbackHandler, AceGUI XML. Also remove an unused AceGUI local from the minimap button file.
