1.fix some 5.2 trinkets' icd
2.procs influenced by haste or critical ratings now can display their right rppm on the icon
3.**IMPORTANT** now the number on rppm icons means the modified rppm, capped by 6(shows "max", and means 100% chance) and have a linear relationship with proc chance when player is out of combat
4.fix the legendary tank cloak's spellId
