General Fixes

• Fix for inspection failing at long range on Forever. Examiner gated inspect requests on CheckInteractDistance, whose widest setting is roughly 28 yards, so it refused to send requests the server would have accepted after the inspect range was increased. It now defers to CanInspect where that is available.
• Fix for a Lua error on login caused by the talent tab template check. The check created an unnamed temporary frame, and Blizzard's tab templates build their region names from the frame's own name, so the template's OnShow handler failed on a nil value.
