Add mouse wheel scrolling support

  • The support is added using two mechanism. One is the old FauxScroll template (for main window). The other is the newer ScrollableListTemplate (for event details window).
  • In WOTLK, ScrollableListTemplate solution, needed a slightly different API call for SetElementInitializer
