EllesmereUI: Standalone Resource Bars

EllesmereUI Resource Bars is a collection of lightweight and responsive resource bars with heavy customization options including thresholds and custom power tracking. Features include:

- Class Resource Bar
- Power Bar
- Health Bar
- Cast Bar
- Totem Bar
- Per Spec Threshold settings to change color based on resource amount
- Anchor any bars to cursor
- Dark Mode
