Added a free anchor so the bar can be attached to the bottom of the minimap, or allow you move it around freely.

Added tooltips to the buttons for usage options.
Added highlight to the buttons that have a world marker (flare), thanks to Dridzt!

Removed LibElvUIPlugin-1.0 library, standard part of ElvUI since version 5.61.
Thanks to Dridzt, the marking bar now properly handles target marks, as well as world markers.
Moved config window to the Actionbars section of ElvUI's config, adjusted the config vars to reflect this.
Streamlined phrases used for localization.
