Massive improvements to the rotation engine:

Asymmetric Hysteresis — Different entry/exit thresholds (0.45s vs 0.20s) prevent POWERSHIFT oscillation at decision boundaries

Time-to-Ready Planner — Compare actual ability ready times instead of fixed thresholds; mathematically correct sequencing

State Snapshots — Capture immutable rotation state (energy, combos, debuffs) before forecasting; prevents mid-plan mutations

Quantized Plan Cache — Bucket timer changes (0.25s ticks, 0.20s debuffs) to reduce replan churn by ~75%

Cadence Throttling — Skip mid-GCD replans unless next ability changes; only exception is POWERSHIFT (timing-critical)

Clearcasting Fix — Zero cost for free abilities; correctly consume flag in simulation so forecasts reflect actual energy state

WAIT Radial Countdown — Visual feedback on energy tick timing; depleting radial bar shows progression to next tick

Debug Telemetry — Circular combat log with EVT:CAST/MISS/SWING + rotation state; enables post-combat analysis
