Druid Timer Bars

* Bars and icons will now show the tooltips for their spells.
* Trying to drag the frame while locked no longer causes an error.
* Added a new option to control how bars/icons grow. Options are: Center, Bottom/Left, and Top/Right.
* When unlocked, the frame will always be black with 50% transparency. Lock the frame to use your own color.
* The frame color now defaults to 100% transparency.
* Test Bars, Frame Color, Text Color and Movable Frame have been moved to the Look and Feel category of the
  options panel.
* Spell and ability names are now obtained from the game, so non English localizations have been removed.
* Fixed a bug with duration timers for Faerie Fire, Mangled and Demoralized cast by other people.
* Icon timer text now rounds up (ie, 4m 59s shows as 5m instead of 4m)
* Now checks for lower ranks of spells and abilities, so sub-80 players can join in the fun.
* Duration timers will no longer go into negative values.
* Version number is now displayed on the options panel.

To do/Known Bugs
---

* Frame dimensions are way off, changing bar size/spacing makes it worse.
* When growing from center, bar/icon ordering is ignored.

* Sub-80 players will see tooltips for the max rank of abilities rather than the rank they have.
