Updates to both 2h and dw frost rotations
Added support for tracking Tier 18 2piece bonus in Cooldown Tracker, and integrated support into rotation
Removed Dual Wild - Necrotic Plague rotation as there are no real differences in the rotation itself based on the last SummonStone priority list before it shut down.
