Refactor message-sending and bump version to 1.0.16

Bump addon version to 1.0.16 and update TOC files (add Localization.lua to TOC entries). Refactor DingClassic.lua: add SendToAllowedChannels to unify sending logic, allow automatic Party/Raid/Guild sends (remove 'say'), simplify options get/set, update default profile (removed 'say'), and fallback to Print when no channel is available. SendMessageToAllowedChannels now delegates to the new helper.
