- Wait for pending Eredun blocks before sending plain-text group/whisper copies.
  Copies are dispatched in order, waiting for each splitter queue to drain.
- Respect Emote Splitter's separate SAY-confirmation and throttle queues and
  the internal/UCM ChatThrottleLib queues, including blocked priorities.
- Do not release copies while UCM's long-message confirmation is open.
- Retain Chattery's native ordered queue and existing WIM delegation.
- No fixed text-length delay, new library, or changes to translation and splitting.
