Delimited AutoGratz

Due to Blizz's combat addon block, messages cannot be posted during combat. As a result if in combat and someone in guild pops an acheivement the message cannot be sent to shows an error.

To resolve I have changed the following:

- Stops processing achievement events while you’re in combat

- Defers guild roster refreshes until combat ends

- Defers any queued congratulation messages until after combat

- Resumes normal processing on PLAYER_REGEN_ENABLED
